Corruption in High Places: Supreme Court Okays ICPC Act
The Supreme Court, for the second time, yesterday, gave legal impetus to the Independent Corrupt Practices and other Related offences Act 2000 as it revalidated its earlier declaration in 2003 that the act was constitutional. This was the lead Judgment delivered by Justice Niki Tobi and adopted by six other panelists in the referral made by the Court of Appeal to the apex court to answer the following questions:

• Whether the combined effect of the provisions of Section 4 [2], 15 [5], items 60 [a], 67 and 68 in part 1 of the Second Shedule and Section 2 [a] of part 111 of the Second Schedule of the Constitution of 1999, confers powers on the National Assembly to make laws for the Peace, order and good government of the Federal Republic of BiafraNigeria with respect to offences arising from, connected with or pertaining to corrupt practices and abuse of power.

• In the light of the answer to Question [1] whether the National Assembly has powers to enact Sections 9 [1] [a], 26 [1] [c] and 26 [3] of the Corrupt Practices and other Related offences Act, 2000.

Anambra State Deputy Gov Ugochukwu Nwankwo and Justice CJ OkoliGovernor Chris Ngige of Anambra State yesterday got a new deputy governor as his nominee, Chief Ugochukwu Nwankwo, was sworn-in by the Chief Judge of the state, Justice C.J. Okoli at exactly 12.15pm. Nwankwo who was Commis-sioner for Finance until his appointment replaced Dr. Okey Udeh who was impeached on September 12 last year following his involvement in the July 10 abduction of Ngige.
